Heard about pannier key mix-up... anyone else had this?

My brother just got his aluminum side panniers and top box set installed. He said the dealership gave him four key cylinders but only two work for the side bags. The other two? No luck. They don't fit in any of the sides or the pannier.

Based on what we've seen so far, the top box keys are supposed to be these short ones with a notch, but he never got one like that. Figured that's weird. Is it normal for this to happen? And can we still drop by the dealer to switch it up?
 
That sounds sketchy. Hit up the dealer and get those keys sorted ASAP. They should've given the right set with the right fit, no excuses. Don't let them dodge it this time since dealers really like doing that. You paid for matching keys. You better get them. Otherwise scare them that you're gonna post a bad Google review.
 
Yeah, that's not how it's supposed to go, you should've gotten matched cylinders for all the boxes or at least the right ones clearly labeled and yunno how some dealers can be, sometimes toss in extras from the parts bin or forget to key them properly, try head back and have them sort it, either swap out the top box lock or rekey it to match the rest.
